Projects, Infrastructure and PPP

SASLO have extensive experience in advising on projects in the power, renewable energy, electricity, oil and gas, water, waste-water and infrastructure sectors in the Sultanate of Oman, both for Clients, Sponsors and Lenders. Some of the notable projects he was involved in are Ghubra III IWP, Barka V IWP, Sharqiyah IWP, Barka 4 IWP, Sur IPP, Sohar II IPP, Salalah IWPP, Khasab IWP and Salalah IPP (Dhofar Power Company). We were heavily involved in PPP/IPP/IWP projects (under bid phase) as well as  operational infrastructure and utility projects in operational phase. Most recently we have been advising a bidding consortium in relation to the Barka V IWP and Ghubra III IWP.

We have been a leading participant in public-private-partnership projects in Oman in a wide range of sectors. We are currently advising a Government body on a mixed-use real estate project in partnership with an international real estate developer on a Build-Own-Operate-Transfer (BOOT) basis, which is considered the route most preferred by the Omani government for the implementation of public projects based on PPP model. Additionally, we have recently been awarded a project (jointly with leading international financial and technical advisors - as a consortium) for preparation of (Public-Private-Partnership) tender & development agreements for re-development of a club house in Muscat.

SASLO’s key strengths are:

  • advising on risk management, procurement strategy and the regulatory environment;
  • assisting with the tender process and tender evaluations;
  • drafting and negotiating contracts (including performance-based contracts) and other project documents with contractors and supply chain members;
  • advising on the appropriate use of lump sum, target cost and other pricing mechanisms and on the evaluation of tenders and the award of contracts;
  • advising on standard form contracts and bespoke forms of contract and other project documentation, such as consultant agreements, bonds, warranties and guarantees, and conducting risk-based due diligence reviews for clients proposing to purchase development opportunities or completed developments;
  • reviewing, drafting and negotiating project agreements, EPC/EPCM contracts, design and build contracts, operation and maintenance contracts, construction management contracts, partnering and framework agreements;
  • reviewing industry-standard forms and amending, updating and restructuring agreements / documents in line with the relevant provisions, applicable laws and international best practice rules;
  • advising on procurement and construction issues and any disputes that might arise.
