It is permissible to authorize recruitment of one non-Omani manpower to transport agricultural commodities and foodstuffs as a distributor of goods for only small and medium enterprises owned by Omanis dedicated to managing them, which are registered with the Small and Medium Enterprises Development Authority and are insured with the Public Authority for Social Insurance, provided that the vehicle is commercial and registered in the name of the enterprise.
The decision shall come into force six months after the date of its publication, i.e. 24 January 2021.

Main Highlights:
The decision bans the export of all types of hazardous and non-hazardous waste without obtaining a license from the Environment Authority.
Companies and commercial shops that produce and deal with hazardous and non-hazardous waste must keep a record which includes the produced waste, indicating in it what was sold of that waste, as well as what was disposed of and the methods of the disposal thereof, and the record must be shown to the Environment Authority or competent authorities upon their request.

Royal Decree No. 6/2021 promulgating the Basic Statute of the State.

Repeals Royal Decrees No. 101/96 and 99/2011.
The Royal Decree sets out specific procedures for the order of succession in the Sultanate. Article 5 specifically provides that the system of governance in Oman is hereditary in the male descendants of Sayyid Turki bin Said bin Sultan and that the transfer of authority will pass from the sultan to his eldest son, then to the eldest son of his son and so on.
Further, Article 7 provides that a royal order shall be issued to appoint Crown Prince and specify powers and tasks assigned to him.
New provisions have been added in relation to the follow up and monitoring of government performance.
Article 65 establishes a committee, reporting to the His Majesty the Sultan, tasked with monitoring and evaluating the performance of Government officials such as ministers, undersecretaries, presidents and members of board of directors and chief executive officers of authorities and public institutions.
Article 66 provides that the State Audit Institution shall be responsible for the financial and administrative follow-up of the units of the administrative apparatus of the state, and other public juristic entities, as specified by law.

1- RO 500 (Riyal Omani Five Hundred) (non-refundable).
1- Ro 7,500 (Riyal Omani Seven Thousand Five Hundred) (non-refundable).
2-RO 2,500 (Riyal Omani Two Thousand Five Hundred) (non-refundable) for establishments registered with the Authority of Small and Medium Enterprises Development (“Riyada”).
1- 10% of the postal services provider’s total annual revenue is payable, with a minimum of OR 5,000 (Rial Omani Five Thousand) to be paid before the end of January of each year. The final fee that is due annually shall be settled based on the audited accounts before the end of April of each year.
Exception is made for the revenues generated from the international mail received in the Sultanate.
2-OR 500 (Riyal Omani Five Hundred) annually for establishments registered with the Small and Medium Enterprises Development Authority for the first five years from the date of issuance of the license.
